Vista Unified School District is preparing to move student creativity out of the classroom and into Downtown Vista for its annual Festival of the Arts.
The district’s current calendar lists the showcase for Saturday, Oct. 17, from 10 a.m. to 4 p.m.
The location: Downtown Vista.
A city permit notice sharpens the picture to Main Street within the Vista Village shopping center.
But before Main Street becomes one long hallway of student work, City Hall gets a look.
Because even art needs a permission slip.
One Hearing Before the Easels Arrive
Vista Unified applied for temporary-use permit P26-0084. The application covers the Festival of the Arts and a separate Tree Lighting Ceremony planned for December.
Vista’s Zoning Administrator is scheduled to consider the permit Thursday, Sept. 17, at 2:30 p.m.
As of Sept. 14, North Valley Flare could not verify that a decision had been issued.
The requested permit window for the arts festival runs from 6 a.m. to 8 p.m. on Oct. 17.
No, that does not mean organizers are proposing a 14-hour watercolor marathon.
The longer period includes setup and cleanup.
Vista Unified lists the public event hours as 10 a.m. to 4 p.m.
The city’s public notice says the project qualifies for an exemption from additional review under the California Environmental Quality Act. The cited exemption applies to minor temporary land uses with negligible or no permanent environmental effects.
That environmental determination is not permit approval.
The festival is on the school district’s calendar.
The temporary-use application still awaits its city decision.
Not Vista’s First Art Walk Around the Block
This festival has history.
Vista Unified identified the 2024 gathering as its 20th annual Festival of the Arts. District materials described the 2025 edition as the 21st.
Anne Fennell identifies herself as the festival’s creator and organizer from 2004 through 2019.
That timeline suggests the 2026 event could be the 22nd edition. Vista Unified has not publicly assigned that number to this year’s festival, however.
The arithmetic is persuasive.
It still does not get naming privileges.
Past Festivals Offer Clues—not Promises
Vista Unified reported that every district school was represented in 2024 through a visual-art display, performance or community craft space. That edition also used three music stages.
The district’s standing festival page says previous gatherings have featured fine art, digital art, crafts, live music, student performances and interactive activities.
Those details show what previous festivals delivered.
They do not confirm the 2026 lineup. Vista Unified has not published a detailed program for this year. North Valley Flare could not verify participating schools, performers, stages, activities, admission information, food vendors, parking arrangements, accessibility provisions, street closures or a weather policy.
For now, the picture contains three firm lines:
The festival is scheduled.
Main Street is the proposed canvas. And City Hall still has the red pen.

Downtown needs more things like this, but it gets crowded. Anyone know if they do extra parking for festival day?
Hope they give the ok soon! My kids loved last year's music stage, would be a bummer if it hits a permit snag.
