Twenty-four affordable apartments are coming to Vista.

Good.

Now try finding the rent.

Caritas and Level 3 Construction announced that Caritas Village–Vista broke ground Aug. 25. California’s environmental record identifies it as a 100% affordable housing development at 220 Camino Corto.

The construction details are public.

The household math? Not so much.

Twenty-Four Doors, Three Buildings

The plan calls for two three-story residential buildings with 12 apartments each.

Level 3 says the development will offer one-, two- and three-bedroom layouts, 25 on-site parking spaces and capacity for 64 residents.

A separate single-story building will contain a clubhouse, leasing office, laundry facility and maintenance room.

Level 3 puts the project at 28,787 square feet. The Vista-based contractor says Caritas awarded it an $8.7 million construction contract.

Construction is expected to finish in summer 2027.

“Expected” is doing important work there.

Construction schedules and calendars occasionally maintain a long-distance relationship.

Affordable to Whom?

California’s filing identifies Caritas Village–Vista as a Site Development Plan and Density Bonus project containing 24 affordable apartments.

That confirms what the development is supposed to be.

It does not tell a Vista household whether it can afford to live there.

The reviewed city, state, Caritas and Level 3 records provide no rent schedule, household-income limits, application date or tenant-selection process.

No project waitlist appears in those records, either.

That leaves future tenants with 24 doors—and no financial key.

Level 3’s announcement says information about the community will become available on the Caritas website in January 2027.

Until then, “affordable” remains a verified project designation without the numbers residents need to determine whether they qualify.

First Development, Long Local History

Caritas CEO Randy Redwitz described Caritas Village–Vista as the nonprofit’s first development in San Diego County.

But Caritas is no stranger to North County housing.

The organization already operates Estrella De Oro and Vista Manor in Vista, plus Valle Verde Estates in San Marcos.

Independent Cities Finance Authority records document Caritas bond issues involving Estrella De Oro and Vista Manor in 2003 and 2005.

Whatever “first development” means here, the organization’s local housing connection stretches back more than two decades.

That is a sizable footnote for a first.

The Paperwork Cannot Agree

California’s environmental record describes a 1.07-acre site at 220 Camino Corto. Vista’s project tracker says 1.28 acres at the same address and places the development next to Estrella De Oro.

Level 3 uses another address: 325 Plymouth Drive.

The reviewed records do not explain either discrepancy.

The address puzzle matters less than the missing rent information. Still, paperwork generally works better when it introduces everyone to the same property.

Construction is underway.

Now Vista needs the details that turn “affordable” from a promising label into a useful household calculation.
