Vista’s Jail Could Get a $949 Million Makeover — Yes, You Read That Right

Nine hundred forty-nine million dollars.

That’s enough zeros to make you read it twice.

But that is the current estimated price tag for the full buildout of a proposed replacement for the Vista Detention Facility, the aging jail on South Melrose Drive that serves as North County’s primary booking facility.

Before anyone starts counting how many potholes $949 million could fill, there’s an important distinction:

The county has not approved spending $949 million to build a new jail.

In March 2026, the San Diego County Board of Supervisors approved a capital improvement needs plan that includes replacing the Vista facility. The Sheriff’s Office says the project would be completed in phases, with full buildout currently estimated at $949 million. Final scope will depend on available funding, borrowing capacity and future revenues.

The Jail Is Showing Its Age

There isn’t much disagreement about one thing: the Vista facility is old.

The current Vista Detention Facility opened in 1978 and was expanded in 1989. It serves as the primary intake facility for men and women arrested throughout northern San Diego County, including Vista and San Marcos.

And apparently, a little fresh paint isn’t going to solve this one.

County planning documents say the facility and its major systems have exceeded their useful life, while space for modern services and programs is extremely limited. The Sheriff’s Office wants a replacement designed around modern security, medical and mental-health services, rehabilitation, reentry programming and staff safety.

The facility currently handles about 13,660 bookings each year, according to the county, with 142 County and Sheriff’s employees working there.

This Would Be Much More Than a New Cellblock

Calling the proposal a “new jail” doesn’t quite capture its scope.

Current plans envision demolishing the existing Vista Detention Facility along with several supporting structures at the North County Regional Center. The redevelopment could include a new Sheriff’s station, two parking structures, a central utility plant and a new detention facility with intake and release areas, medical services, housing, food service, recreation, rehabilitation and reentry facilities.

The plan is to build the replacement on the existing Vista site, keeping the facility near the North County Superior Court and the communities it serves.

So Where Does $949 Million Come From?

Here’s where the headline number needs some context.

The Sheriff’s Office says the county’s current capital plan envisions a phased project estimated at $949 million for full buildout.

That doesn’t mean county supervisors have handed somebody a nearly billion-dollar check.

The Sheriff’s Office specifically cautions that the final scope depends on available funding, bond capacity and future revenue available to repay financing.

Translation: $949 million is the long-range estimate, not today’s invoice.

And Now Comes the Long Part

The county is preparing an Environmental Impact Report for the proposed Vista Detention and Re-Entry Facility, and the Sheriff’s current project timeline shows just how far away construction still could be.

Current milestones call for completion of the master plan in fall 2026, environmental findings in 2027, schematic design in 2028 and a construction information session in 2029.

So don’t expect bulldozers next Tuesday.

But for Vista, this is absolutely a project worth watching. The detention facility is part of the North County Regional Center and serves communities throughout the region.

And when a local project comes with a potential price tag just $51 million shy of a billion dollars, we’re guessing people are going to have a few questions.
