A state-authorized business on East Vista Way can handle everything from registration renewals to out-of-state titles. The convenience is real—but it may cost extra.

The DMV has a local understudy.

WN Plus-Tax Services, located at 830 E. Vista Way, Suite 114, is one of several private businesses authorized by the California Department of Motor Vehicles to process registration and title transactions.

That means some Vista residents can handle the paperwork without visiting a DMV field office.

No appointment-hunting. No waiting-room chairs. No wondering whether the number on the screen will ever become your number.

But this is not a replacement for every DMV service—and it is not necessarily the cheapest option. 

What WN Plus Can Handle

The DMV’s official directory lists WN Plus as an authorized business partner.

Its services include new vehicle registrations, registration renewals, title transfers, registered and legal-owner transfers, and vehicles with out-of-state titles.

The business can also process vehicles not yet in the DMV system, planned nonoperation, temporary operating permits, proof of insurance and certain salvage-vehicle transactions.

Need a replacement title, plate, registration card or sticker? Those services are on the list, too.

WN Plus is also authorized to perform vehicle verifications using DMV Form REG 31 and accept applications for disabled-person plates and parking placards, special plates and personalized plates.

The DMV lists its hours as 10 a.m. to 6:30 p.m. Monday through Saturday, with Sunday closed. Walk-ins and appointments are welcome. Because business information can change, customers should confirm the hours at 760-758-0094 before visiting.

It Is a Private Business, Not a DMV Office

WN Plus is authorized by the DMV, but it is not owned or operated by the state.

Its official in-person service menu is focused on vehicle registration and titles. It does not list written knowledge tests, behind-the-wheel tests, original driver’s licenses, driver-safety hearings or in-person REAL ID document verification.

So this is not your escape route from every DMV encounter.

But if the problem involves a title, registration or sticker, the trip across town may not be necessary.

Out-of-state titles are included among WN Plus’ listed services. Individual cases can still require additional paperwork or a vehicle inspection, depending on the vehicle and its records.

The Convenience May Cost Extra

Private DMV partners may charge service fees.

The DMV also imposes a $7 transaction fee for each partner transaction processed through completion. That fee may be passed to the customer in addition to the private business’s charge.

California does not set a maximum service-fee amount for licensed registration services participating in the program.

WN Plus does not display a price list on its DMV page. Before approving a transaction, customers should request an itemized total showing ordinary DMV charges, taxes or penalties, the $7 transaction fee and the private service fee.

Time may be money. It is still nice to know how much money.

WN Plus is not Vista’s only authorized DMV partner.

The state directory also lists Kali Auto Registration, Susies Registration Service, Vamonos Insurance Services, Cal Auto Registration Service, Barron Income Tax & Auto Registration and E B Auto Registration at Vista addresses.

For supported self-service transactions, the DMV lists a kiosk inside Albertsons at 1601 S. Melrose Drive.

San Marcos has a kiosk at Ralphs, 309 Twin Oaks Valley Road. The directory also lists AAA San Marcos, which is restricted to members, along with Santa Fe Auto Repair and Saritas Tax-Insurance Services.

Services, hours and operating status vary. Check the DMV’s current directory and call a business before making the drive.
