Vista Council Backs Wave Repairs and Sports Field Lighting
October 13 meeting also brought a divided vote on a statewide housing measure

At the Wave, two fixes are moving forward.

At three Vista parks, new field lights are on the way.

And at City Hall? A couple of votes weren't nearly so unanimous.

Vista's October 13 council meeting covered everything from summer fun to statewide housing policy. The city's official Consolidated Actions report shows what passed—and where council members disagreed.

First up: The Wave

If the competition pool or FlowRider is part of your family's summer routine, this is worth a look.

The council unanimously awarded a contract to National Pools, Inc., doing business as NPI Concrete, to replaster the competition pool. Another 5–0 vote awarded Pacific Surf Designs, Inc. the design-build contract for resurfacing the FlowRider.

Two contracts. Two green lights.

Just don't pencil in a construction date yet. The city's action report doesn't say when either project will start or what the contracts cost.

Friday-night lights? Think bigger

Three parks are included in Vista's latest sports-lighting decision: Brengle Terrace Park, Thibodo Park and Vista Sports Park.

The council voted 5–0 to approve an LED lighting upgrade agreement with Musco Sports Lighting, LLC.

For the parents hauling folding chairs to evening games, field lighting isn't exactly a small detail. It helps make those after-school hours usable.

What's not in the action report: an installation date or a price tag.

Then the unanimous streak ended

Here's where the meeting took a different turn.

Council members voted 4–1 to amend the policy for appointing people to city boards, committees and commissions. Mayor John Franklin opposed the change.

Why pay attention to an appointment policy? Because those boards are among the places residents can help shape conversations about city decisions.

The official actions confirm the amendment, though they don't lay out the full revised procedure.

Next came Proposition 1, the Veterans and Affordable Housing Bond Act of 2026.

The council adopted a resolution supporting it, 3–2. Franklin and Councilmember Jeff Fox voted no.

That is an endorsement by Vista's council—not a vote by the city to issue a statewide bond.

A small canvas on a busy corner

Not every City Hall decision involves a pool, a park or a ballot measure.

Artist Benjamin Cano got the council's unanimous approval for proposed artwork on a utility box at Civic Center Drive and Phillips Street.

Yes, a utility box. Sometimes public art comes in a package you pass on your way to work.

The council also approved a water-facilities easement connected with the Costco fueling station project and authorized a $50,170 workers' compensation settlement.

Two other items were pulled before a vote: the West Los Angeles Drive parkette proposal and a team-building discussion.

The meeting also recognized the Friends of the Vista Library's 45th anniversary and Knights of Columbus Tootsie Roll Drive Days.

The quick questions

Is the Wave work approved?

Yes. Both contract awards passed 5–0. Start dates were not listed.

Which parks are getting LED lighting?

Brengle Terrace, Thibodo and Vista Sports Park.

Who opposed the Proposition 1 resolution?

Franklin and Fox. The resolution passed 3–2.

Did the parkette plan fail?

No. It was removed from the agenda, not voted down.
