San Marcos Council Agenda Puts Park Lighting in the Spotlight
October 13 proposals also covered emergency-response equipment and park electrical upgrades

Eight parks.

Two different lighting plans.

And one proposal with a price tag topping $2.5 million.

That's a lot of ground to cover at one San Marcos City Council meeting. The October 13 agenda also included something you might not expect: equipment to give emergency crews a place to rest during long deployments.

Before we get into it, one distinction matters. The city's official staff reports describe these proposals, but the final votes haven't been confirmed from the post-meeting record reviewed for this draft.

Six parks. One big lighting proposal.

Ever watched a ball disappear into the evening sky?

City staff proposed replacing aging sports-field lights with LED systems at Connors, Hollandia, Las Posas Community, Mission Sports, San Elijo Community and Sunset parks.

The proposed contract with Musco Sports Lighting, LLC carries a ceiling of $2,525,000. A California State Parks grant is identified as the funding source.

The plan covers the equipment, controls, installation and testing. Staff say it could improve operations and reduce future maintenance needs.

That's the proposal.

Whether the council approved it is a separate question—and one the agenda alone cannot answer.

Hold on. Three more parks?

Yes. But not three more sports-lighting contracts.

Sunset, Walnut Grove and Woodland parks appear in a separate proposal for electrical upgrades, including parking-lot and pedestrian lights, LED and solar pathway fixtures, and controls.

Here, staff asked to advertise the project for construction bids. That's permission to seek bids, not a construction contract award.

One park is on both lists: Sunset.

So the total is eight distinct parks, not nine. A small detail, but an important one.

The emergency gear you hope crews never need

There's another item worth your attention, even though it has nothing to do with parks.

The San Marcos Fire Department proposed using a $70,810 San Diego County Neighborhood Reinvestment Program grant for three deployable shelters, lighting and climate-control equipment.

Why the shelters?

Because when crews are working a major emergency for an extended stretch, rest and coordination matter, too.

Two shelters are designed to sleep more than 30 responders. The third would provide mobile workspace.

The regional task force brings together personnel from San Marcos, Carlsbad, Oceanside, Escondido, CAL FIRE and Camp Pendleton.

It's the kind of behind-the-scenes planning residents may never see—but responders can depend on during a long assignment.

Also on the table

The agenda included a second reading of massage-business regulation changes, a final legislative update and regional agency reports.

Again, being listed on an agenda isn't the same as being approved. The city's final action record is still needed to verify the outcomes.

Quick questions, straight answers

Did the $2.5 million deal pass?

That vote hasn't been verified from an official post-meeting record. The amount is a proposed contract ceiling.

Which parks are included?

Six in the sports-field proposal, plus Sunset, Walnut Grove and Woodland in the separate electrical project.

Why eight parks instead of nine?

Sunset appears in both projects.

Was the fire grant awarded?

The $70,810 grant is documented in city staff materials. Council approval of the proposed purchases still needs verification.
